What is EDA medical device registration?
The Egyptian Drug Authority (EDA) was established under Law No. 151 of 2019 and is the national regulator for medicines, medical devices and IVDs. Its medical device administration reviews applications and issues registration licences that allow a device to be imported, marketed and supplied to hospitals, distributors and public tenders.
EDA has issued regulatory rules and guidelines covering registration of medical devices and IVDs, and separate procedures for changes (variations) to an existing registration licence. These are updated periodically, so we check the current versions on the EDA website before each project.
Who needs Egypt EDA registration?

The local agent or registration holder
A foreign manufacturer cannot hold an EDA registration directly. It appoints an Egyptian company, typically a licensed distributor or scientific office, as the local agent that submits the file and holds the registration licence. Because transferring a registration between local companies can be difficult, the choice of partner and the terms of the authorisation letter deserve careful thought.
Classification and routes
EDA applies a risk-based classification closely aligned with the European framework: general medical devices in Classes I, IIa, IIb and III, and IVDs in risk classes aligned with the IVDR. Class affects the depth of review and the evidence expected.
- Standard registration: full review of the technical dossier.
- Reliance or expedited review: EDA has introduced faster review options for devices already approved in recognised reference markets, such as the EU or the USA.
- Lower-risk products: certain low-risk, non-sterile devices may be handled through a simplified notification, listing or import-control route rather than full registration.

Documents typically required
- Authorisation letter appointing the Egyptian local agent, legalised or verified as EDA requires.
- Certificate of Free Sale (CFS) from the country of origin or a reference country, legalised through the chamber of commerce, foreign affairs ministry and Egyptian embassy chain unless EDA accepts an electronically verifiable certificate.
- Reference market approvals such as CE certificates and EU Declarations of Conformity, or US FDA clearance.
- ISO 13485:2016 certificate for the manufacturing site.
- Technical file: device description, intended use, classification rationale, essential requirements checklist, risk management, verification and validation, and clinical or performance evidence.
- Labels and IFU, with Arabic content where required, and product images or samples if requested.
Registration process: step by step
- Classification and route assessment against current EDA rules.
- Appoint the local agent and issue a clear authorisation letter.
- Collect and legalise certificates, particularly the CFS and authorisation letter.
- Prepare the technical dossier in EDA’s required structure and language.
- Submission by the local agent through EDA’s electronic system, with fees paid.
- Administrative and technical review, including responses to EDA queries.
- Registration licence issued, enabling import approvals and tender participation.
- Post-market duties: vigilance, variations and timely renewal.
Timelines and what affects them
Review duration depends on device class, the route chosen, the completeness of the dossier and EDA workload. Reference approvals from recognised markets generally shorten review. For many exporters, the slowest step is legalising the CFS and authorisation letter, so start that in parallel with dossier preparation. Registrations are valid for a defined period and must be renewed within the window set by EDA.
Selling through public tenders
A large share of medical device demand in Egypt flows through centralised public procurement, led by the Unified Procurement Authority (UPA). A valid EDA registration is normally a prerequisite for tender eligibility, so manufacturers targeting government hospitals should align registration timing with the tender calendar.
Changes to a registered device
EDA publishes a separate guideline on changes to the data of a medical device registration licence. Changes such as new models, a new manufacturing site, a change of legal manufacturer name, updated labelling or a new shelf life generally need to be submitted as a variation and accepted before the changed product is imported. Planning changes early prevents consignments from being held at the port.
Common reasons for delays and queries
- CFS or authorisation letters not legalised correctly, or not listing every model being registered.
- Inconsistent product names and codes across certificates, labels and the dossier.
- Arabic labelling or IFU translations that are incomplete or technically inaccurate.
- Expired CE or ISO 13485 certificates at the time of review.
- Variations to the device made without notifying EDA through the change procedure.
