Philippines FDA medical device registration is required before devices can be imported, distributed or sold in the Philippines. What is Philippines FDA medical device registration?
Medical devices in the Philippines are regulated by the Food and Drug Administration through its Center for Device Regulation, Radiation Health and Research (CDRRHR). The main instrument is Administrative Order No. 2018-0002, which set out requirements for medical device authorisation based on the ASEAN harmonised technical requirements, supported by a series of FDA circulars on implementation.
Two product authorisations exist: the Certificate of Medical Device Notification (CMDN) and the Certificate of Medical Device Registration (CMDR). Both are applied for by a Philippine establishment holding a License to Operate (LTO).
Who needs Philippines FDA registration?
- Foreign manufacturers, including Indian manufacturers, supplying devices or IVDs to the Philippine market.
- Importers, distributors and wholesalers in the Philippines, who hold the LTO and usually file the product application.
- Local manufacturers making devices in the Philippines.
The LTO holder is responsible for the product on the local market, including complaints, adverse event reporting and recalls. Overseas manufacturers should agree these duties in writing with their Philippine partner.
Classification and scope
AO 2018-0002 adopts the ASEAN Medical Device Directive (AMDD) risk classification, with separate rules for general medical devices and IVDs:
- Class A (low risk) – CMDN.
- Class B (low-moderate risk) – CMDR.
- Class C (moderate-high risk) – CMDR.
- Class D (high risk) – CMDR.
The current implementation phase
The Philippines has introduced AO 2018-0002 in phases. The FDA published a list of registrable Class B, C and D devices that require a CMDR, while other Class B, C and D devices have been allowed, under regulatory flexibility circulars such as FDA Circular No. 2024-003, to hold a CMDN for a transition period before moving to CMDR. Class A notification through the online eServices system is now in force.

Documents required
A CMDN requires a shorter, largely administrative file. A CMDR requires a full technical dossier in the ASEAN Common Submission Dossier Template (CSDT) format. Typical contents include:
- Valid LTO of the Philippine applicant
- Letter of authorisation from the manufacturer, authenticated as required
- Certificate of free sale or marketing authorisation from the country of origin or reference markets
- ISO 13485 certificate or equivalent quality system evidence
- Device description, intended use, list of models and accessories
- Essential principles checklist and declaration of conformity
- Risk management summary to ISO 14971
- Design verification and validation reports, clinical evidence and, for IVDs, performance evaluation
- Labels and instructions for use in English and/or Filipino
Registration process
- Device assessment – confirm device status, class and whether it falls under CMDN or CMDR in the current phase.
- LTO check – confirm the Philippine partner holds an LTO covering the relevant activity and product category.
- Gap analysis – map your CE, US FDA or CDSCO technical file to the CSDT.
- Document authentication – arrange authentication of foreign documents where required.
- Online filing – the LTO holder submits through the FDA eServices portal and pays the fees.
- Evaluation – CDRRHR reviews the file and may issue deficiency notices.
- Certificate and maintenance – manage variations, renewals and post-market obligations.
The License to Operate (LTO)
The LTO authorises the establishment itself, separate from any product certificate. Manufacturers, importers, distributors and wholesalers of medical devices each need an LTO for their activity before they can file a CMDN or CMDR. The FDA looks at the company’s documents, premises, storage and qualified personnel.
Overseas manufacturers do not hold an LTO themselves, so the choice of Philippine partner is important. Some manufacturers use more than one distributor; in that case the arrangement for who holds each certificate, and how changes are communicated, should be settled before filing.
Timelines and what affects them
CMDN applications are generally faster than CMDR applications, which involve a full technical evaluation. Actual review time depends on the FDA’s workload and on the file itself. The main drivers are:
- Whether the device needs a CMDN or a CMDR under the current phase
- Completeness of the CSDT and consistency of model names across documents
- Readiness of authenticated documents and a valid LTO
- Speed of responses to deficiency notices

- Applying for a CMDN when the device appears on the registrable list requiring CMDR
- LTO scope that does not cover the product or the activity
- Unauthenticated or expired authorisation letters and free sale certificates
- Classification copied from another market without applying the ASEAN rules
