What is Malaysia MDA medical device registration?
The Medical Device Authority (MDA), under the Ministry of Health, regulates medical devices under the Medical Device Act 2012 (Act 737) and the Medical Device Regulations 2012. Section 5 of Act 737 states that no medical device may be imported, exported or placed on the market unless it is registered.
The Malaysian system has two pillars: product registration of each device, supported by a conformity assessment, and an establishment licence for companies that manufacture, import or distribute devices. Applications are made online through the MDA’s MeDC@St system.
Who needs MDA registration?
- Foreign manufacturers, including Indian manufacturers, who must appoint a Malaysian authorised representative (AR) to register devices on their behalf.
- Local manufacturers placing their own devices on the market.
- Importers and distributors, who need establishment licences and may only deal in registered devices.
The authorised representative is the registration holder in Malaysia and carries post-market responsibilities such as vigilance reporting, field corrective actions and recalls. Many manufacturers keep the AR role separate from their distributors to retain control of registrations.
Classification and scope
Malaysia uses the ASEAN Medical Device Directive (AMDD) approach to classification, with separate rules for general medical devices and IVDs:
- Class A – low risk
- Class B – low-moderate risk
- Class C – moderate-high risk
- Class D – high risk
The class decides the conformity assessment needed. Class B, C and D devices are assessed by an MDA-registered conformity assessment body (CAB) before the registration application, while Class A devices follow a simpler route based largely on the manufacturer’s declaration. Specific product groups, such as software, combination products and devices with special MDA guidance, should be checked individually.
Conformity assessment routes
For Class B to D devices, the CAB can carry out a full conformity assessment or, where the device already has approval from one of MDA’s recognised reference jurisdictions, a conformity assessment by way of verification. MDA updated its guidance on the verification route and MeDC@St submission (MDA/GD/0070) in 2025, so we confirm the current checklist for each project.
Documents required
MDA uses the ASEAN Common Submission Dossier Template (CSDT) for the technical dossier. A typical package includes:
- Letter of authorisation appointing the authorised representative
- Device description, intended purpose, models and accessories
- Essential principles of safety and performance checklist and declaration of conformity
- ISO 13485 certificate and quality system evidence for the manufacturer
- Risk management summary to ISO 14971
- Design verification and validation reports, including biocompatibility, electrical safety, sterilisation, software and stability where relevant
- Clinical evidence proportionate to the risk class
- Labels and instructions for use meeting Malaysian labelling requirements
- Reference market approvals and post-market data, where the verification route is used
- The CAB’s conformity assessment report and certificate for Class B to D devices
Registration process
- Classification – confirm device status and class under MDA rules.
- Appoint the authorised representative – agree roles with a Malaysian company that holds, or will obtain, an establishment licence.
- Gap analysis – compare your CE, US FDA or CDSCO file with the CSDT and MDA requirements.
- Conformity assessment – engage an MDA-registered CAB for full assessment or verification (Class B to D).
- MeDC@St submission – the AR submits the registration application with the CSDT and CAB report.
- MDA evaluation – respond to queries within the time allowed.
- Registration and maintenance – manage changes, post-market duties and re-registration before expiry.
Establishment licence and GDPMD
Manufacturers, authorised representatives, importers and distributors need an establishment licence from MDA. Authorised representatives, importers and distributors are generally expected to be certified to Good Distribution Practice for Medical Devices (GDPMD) by a registered CAB before licensing. Timelines and what affects them
MDA publishes service timelines for evaluation, and the CAB stage adds its own time before submission. Overall duration depends on:
- Risk class and whether the verification route is available
- CAB availability and the quality of evidence given to it
- Readiness of the AR’s establishment licence
- Consistency of the CSDT, labels and certificates
- Speed of responses to CAB and MDA queries
